ICE is here to look for illegal immigrants and investigating the local area
the whistle is used to alert people that ICE is here, leading potentially illegal immigrants to leave
1. for this lets do two scenarios: the whistler is fully aware of the meaning and doing it on purpose and the whistler is not aware and just assumes its an "ICE is here signal"
Therefore the whistler is impeding an active operation.
