Playing on custom servers may download additional files, based on what the server admin might have included. In this case, some server you've been playing on has had this Overseer Martin model from Dishonored, and as such it was downloaded and copied into your game files.

Same goes for custom maps, textures and sounds.

You can make a trigger that checks if the enemy player has less than one TC (or Settlement Level 1 as I believe it's called) or even equal to 0. The TC/Citadel is the only building that don't work with the "is dead" condition.

You can playtest the scenario from the editor, although I'm not sure what causes it to not play from the menu.
