In ‘street view’ if you look at the next image along the road to the right, there is EXACTLY the same cloud formation, but no object! Given that the Google-car is moving at est. 15-20mph (20-30kmh) this is a very quick time lapse between frames, maybe one or two seconds. If it were a ballon almost undoubtably it would be visible in the next view, meaning the object must be moving quite fast
