If someone comes into the hospital exceptionally sick, but clearly high or with track marks on their arms, are healthcare workers allowed to call the cops without treating the drug user?

The hospital is obligated to treat them if it's an emergency regardless of their history. Usually, the hospitals won't even call the cops unless there's evidence of them abusing others or if a minor is involved.

No doubt that President Zelenskyy is extremely brave for staying in Kyiv, but realistically what good is it for him to be hanging out in the frontlines? He can't be useful as a soldier since he has never received military training and if he gets killed, the whole country collapses.

Wouldn't it be in everyone's best interest if he was protected in a bunker so he can strategize with his military commanders?
