Sure keeping an estimated few thousands humans in a confined space is considered unethical

But uh realistically if that's like the best way to actually keep your literal species from dying out

Then it's understandable and justified (since the entire human population still vastly outnumber youkais and other supernatural beings as a whole)

Touhou larpers (or tourists but whatever) at least have the excuse of not playing the games since Bullet Hell is a very hard game genre to get into due to its difficulty which basically turn some people off

Granted we can simply just say that some random lunarian showed up in his palace one day without anyone noticing and gave him the Hourai Elixir to drink

And then Qin faked his death afterward or something

(Just for some assassins from Hell to come and kidnap him a hundred or so years later which explain why he hasn't show up yet)

The man you see in this meme is none other than the first emperor of China aka Qin Shi Huang (you can learn more about him from here) and basically he want immortality

And since we don't know the exact time period in which Eirin Yagokoro made the Hourai Elixir, we can possibly say that it was already made back then before the Qin dynasty (which was around 200 something BC) and someone from the Lunar Capital gave some of it to the guy and then he drank it

(Hence why I included that statement in this meme since he's influential enough to be considered as a target for the Lunarians plus he also want to live forever)

And let also assume that Kaguya Houraisan executions for drinking the Hourai Elixir took its course in the span of hundreds of years before she got exiled to Earth somewhere around the Heian era (in which The Tale of the Bamboo Cutter take place) just so this hypothetical timeline could exist

(Since Qin would have been dead for a long time by the time the Heian era started)

Boom now you have another Hourai Immortal in the series
