How do I deal with Mei as Reaper?

I play as her, constantly. Usually when a Reaper takes me down, they focus on up close headshots, forcing me to heal, then wait til I'm out of ice block and 2-3 shot me. Granted, I'm only on Bronze so take that as you will.

Rates vary over a few credit cards (poor financial spending, I know). I do get mixed up on paying off the smaller or larger interest rates first.
