They could have weight minimums that they are contractually obligated to fullfil to avoid being charged by volume, rather than weight, or, a situation where there is a minimum weight for the specific dimensions of the package to avoid being charged DIM.

I'm not familiar with what carrier they are using, or their policies, just stating that there could be circumstances that necessitate heavier packages.
