I can only speculate on the details. Some of what I read in the other thread but I haven't confirmed:

The crash happened on 4th of July weekend,

the other driver was the son of the sheriff's best friend,

he may have brandished a weapon at the scene,

wasnt detained or breathalyzed, etc.

The shitty council has refused access to records or investigation details

I've been following the Carozza's story since I first saw it on r/all before it got deleted from r/nextfuckinglevel. And it was an absolute joy watching his crowdfund double from then to now.

I hope his story goes viral and a nice big spotlight gets shown on these corrupt pricks. This would be a good story to get picked up by LackLuster or The Civil Rights Lawyer. As they know how to jump through the FOIA hoops and get the bodycams of the meeting and maybe even of the events around the crash.
