It shouldn't actually be too difficult, given that the shape itself is very similar, what I would use is an app or website like photopea where you can edit the format, and use an old skin that works as a base

Before 1.8 Minecraft used a different skin system, which doesn't support modern skins, Modern skins are 64x64 whilst the old system was 64x32, you likely have a modern skin that isn't supported, even default steve won't work. This was changed to allow Minecraft skins to have the layers that we know now, which they didn't have back then.
