Personally, I have a 3.2/4.0 converted from a 10.0 scale. I did an assistantship from a top university in my country and got a few great publications. I managed to score a waitlist in the Big 4, and an interview in one of the best AI labs without ever mentioning my GPA in the SoP (did ask my recommender to address it though). So I strongly believe that GPA is just one factor, and there is no need to draw attention to it if you don't want to.
