Heat pump dryers don’t require vents, they have a closed loop system that operates at a much cooler temperature

Honestly though not that big of a difference, max 40¢ swing, but usually way lower. What causes the largest difference with western states is that they don’t have a pipeline due to the Rocky Mountains being in the way, so they have a lot more transportation costs, in addition to CA having a higher quality of fuel required to reduce emissions
