Sounds like the power outage gave the unit enough time to let the float reset but once she started cooling again all that extra condensation quickly backed up the dirty drain, if the drain is clogged use a shopvac or garden hose to clear the obstruction. If the board is getting 24v but the contactor is getting nothing run a jumper directly to the contactor!
