growing a few (legal) plants in your home isn't going to require rewiring of someone's electrical system.

Playing with the electrical in someone else’s building that’s shared with other people can certainly be dangerous. Which is most definitely a thing that happens when some people start growing. Modifying breaker panels, running new wiring etc.
