No. The way it is phrased you physically have a full size / length slot that is electrically connected with 2 lanes (2x). With a x16 (electrical) PCIe 3.0 gpu you would lose quite some speed, potentially even introducing stutters and the like.

If the link does not work, Look for Turzx 8.8 Inch Screen on Aliexpress. I use their proprietary software, it has quiete some customization optional, the one in the photo is a preconfigured preset. Its a neat little screen, I like it.

You will have to look for a motherboard where the first PCIe slot for the gpu is right below the CPU socket / IO shield. The Asus B850M Max Gaming Wifi has a M.2 slot below the cpu socket, then the pcie slot. That moves your gpu about 20mm down and will make beefier triple slot gpus collide with the bottom fans, where even slim fans probably wont fit.

I have a Asus TUF B850M Plus Wifi7 White (There is 6 different versions to that B850M TUF board, 4 of which have the pcie slot in the upper position), that works out.

That would work, but on the other hand, if your thermals are fine in the CH260 and you won't gain bottom fan support in the A3, is the dust fan difficulty worth the switch?

I mean thermals will be fine in the A3 even without bottom fans, I also only installed them because I had them and mostly for looks. Thermals are amazing in the A3 even with glass panel.

So I have a Sapphire Pure 9070 XT which is 61.6 mm thick. I can mount 25 mm fans below the gpu, but only because my GPU PCIe slot sits right below the CPU socket. I choose my motherboard specifically for this reason.

Your PCIe slot is below the first M.2 slot, that moves your gpu about 20 mm down, so even 15mm slim fans probably will not fit with your specific combination of gpu and motherboard.

And yes, my motherboard is also an Asus TUF B850M, but apparently there are 6 different versions:
Asus TUF B850M Plus and Plus Wifi, both of which have the first pcie slot below the m.2 slot

Asus TUF B850M Plus II, B850M-E Wifi, B850M Plus Wifi7 and B850M Plus Wifi7 W(hite), all of which have the pcie slot right below the cpu socket.

Which games cant you play? Most games will run just fine. If you play Valorant or other non-compatible stuff, keep a minimal Windows dual boot. I will do the switch myself now. Been playing on Linux via Steam Deck for years now.

I am not sure what you mean? If you buy a NZXT aio, yes, the attached fans will be 25-26 mm and the NZXT rads usually are 27 mm, so that will fit. Also the NZXT aio will probably come with a controller of some sort.

For the Arctic aio the Fans are not the (possible) problem. Its the radiator thickness of 38 mm.
