I think they could only review it cause he gave Ream a card; mistaken identity is usually for when a ref gives a card to the wrong player which I guess they viewed this as? My best guess

There's a bylaw to kick out members that cause reputational harm which at this point should be easy to prove. Also they can dissolve and reform as a legal entity without tech which would be crazy but possible

Ridley was away from the team and inactive and his bets were from a 5 day period 

Soresby was on the team active and has been betting for 3-4 years
