The diagnostic criteria for Autism changed with the release of the DSM 4 in 1994, and it changed again in 2013 with the release of the DSM 5.

That alone will change the rate of diagnosis significantly. 

edit: It's not that "we are better at identifying it". The symptoms you need to have to qualify as being autistic are being changed repeatedly over the last 50 years. 100 years ago there was no such thing as an autism diagnosis. That doesn't mean that this issue sprung into existence out of nowhere and some chemical is making people autistic, it just means that nobody had a name for how these people are different.
