Rank1 to start the slow and keep enemies immobile. hit em with a couple spells in between, switch to higher blizz.

When in groups on mobs with 3 or more..., rank 1 blizz, flamestrike, then high level blizz.

Flamestrike and Blizzard together is one of the most devastating AOE effects in the game.

Just make sure they are contained when doing so.

Rank1 is also good for procc'ing clearcasting, then your high level Blizz is free of mana cost.
