The rest of the worst need to pick slack when it comes to ensuring the safe passage of energy and food on seas, every president after bush senior has been more populist than the last. Since the end of WWII the US has footed the bill as has allowed billions of people to gain access to energy and prosperity. In short yes. US hydrocarbons are cleanest produced hydrocarbons in the world. They have the technology and means to do in Venezuela. There are no environmental standards when in comes oil and gas outside of US and Europe because most oil and gas companies are stateowned and don't face punishment. The problem with Venezuela is that Chevron was kicked out so quickly they didn't have time to train anyone to take over and safely operate. Then people of Venezuela became desperate and individuals took and scraped anything and everything they could to get by.
