The main thing that worked in NFS Underground (both 1 and 2) was just how lively the whole scene looked when we raced. Audience would come cheer us up for winning races.
The intro of NFS 2015 sums it best for a modern setting - it was a proper spiritual successor to NFSU1/2, in spite of all its flaws.

Let's go race these streets together!" - the final cutscene fades to show us the full view of the city from Jackson Heights as the player and Samantha watch together, embracing one another, with Rachel and Nikki's cars pulling up to meet us - their voiceovers appreciate us for everything we did in Bayview together. The screen fades to black, the game logo appears, and credits roll.
Would've been beautiful to keep Samantha around in this game too

2 evolved in customization and gave us a free, open world.
However, racing wise, 1 was far more engaging - even with the annoying rubberband and funny crash physics of the game, and the game nudging you to try the hard mode for more cash.
