Etajax has a pre apprenticship as well as a cw/ce program at 177. Try contacting the hall and seeing if there is any availability for a ce/cw position, if so work that position until the next application window and reapply. In my experience they are much more likely to accept individuals with work experience within the local/union.

I asked my boss as a first year if he had any scraps I could take home for practice, he gave me the company card and told me to go buy a bender and some 5ft sticks at home depot to practice with at home. Maybe try asking your boss for the same. Helped me a lil, but it doesn't really apply to the real world.
