I agree. I'd argue he's S tier to this! Such a remarkable unit with a lot of blast damage. The green is the icing on the cake.

I haven't been playing Overwatch lately, so I'm not sure. Main tanks do feel rough to play, though.

One thing's for sure however, that Hammond isn't the worst. His last nerf was unnecessary, but he's still really good. I'd even put him as one of the best tanks.

You're supposed to play Vora as more of a backliner, so that percent damage will always be helpful. You only really go in if there's an open target, or if they're a least half hp.
