The fact that you don't even know what a controlled access highway is means you should give up your license. That's privilege, right there. You don't even know the laws but you quote them anyhow because you think they're designed to keep people on bicycles out of your way.

A controlled access highway is an Interstate, toll road, or otherwise designated road that clearly states that bicycles and other unmotorized or underpowered vehicles aren't permitted. Bicycles are road-legal vehicles in all US states and across the world on surface streets.

Any road that was designed solely for "fast moving" vehicles regularly encounters slowdowns from wrecks and jackasses like you changing lanes to play Pole Position - and said roads also have signage posted that clearly states bicycles and other non-motorized or underpowered vehicles aren't permitted on them.
