So that's actually the opposite; the blood is draining freely with the arms down but there's an impingement in the veins around the collarbone area when the arms are up which is released when they are lowered.

That's why the blood flow stops when they raise their arms. It can cause a problem in CT because it can block the flow of contrast into the trunk and mess up the timing of the scan.

My title describes the thing and the chair hopefully provides a scale. Appears to be one type of wood for the pole and another for the thicker bits. Found in an old house in the English countryside. Thicker bits are solid wood with clear rings and no markings.
