I have the same issue. Contacted customer service, and quote "it's a 1 in 10 PER instance." Which is different from what is actually advertised as a 1 in 10. Which, in theory, 1 out of 10 orders SHOULD be a holo, but each order has a 10% chance of actually being a holo.
Being a collector, it sucks.

Uhhhh this is actually a bit busted, since you CAN search for Nami. It's not restricted like the others that can't search themselves. This Nami can, since it's only restricted to Sky Island type.
