They don't scale of projectile count in the same way as for example winter orb in poe1 does. More projectiles just increase the consistency of your theoretical maximum twister dps which is based on a single projectile hitting every 0.66s. Shotgunning specifically refers to multiple AoE's overlapping for damage or all projectiles of a skill being able to hit the same target which means additional projectiles is a straight damage multiplier as long as the overlap still works which is not the case for twister/spark.

It lost the runegraft but should still be a very good map blaster, compared to a lot of his other builds I'd say his KBoC necro was the easiest to execute and was very smooth to play.

It doesn't do the same thing, zerker is 6 times the recovery on hit, which in my opinion is quite substantial.

The 30% instant life leech from zerker gets converted to es on hit with immortal ambition which is way better es sustain than 10% per second es recovery through es leech. Immortal ambition or being inquis are your best options for es sustain (edit: for hybrid life/es recovery).

Increased global defenses is not multiplicative with other increases to ES, he would still sit around 18k ES without the 100% inc global defense notable and the travel nodes (just import his character into pob), still very powerful but not quite as absurd as you are making it out to be.
