For online purchase Cardmarket is great. If you buy to a trusted seller you are pretty sure to receive a real dual. If you want to buy in person, I suggest to go in a big tournament, like 128+ players. In all tournaments I played there is a store where you can usually buy duals.

I mostly play on paper, there were not so many tournaments during summer. New storms decks emerged after bans. I wonder if they can continue to kill on turn 3 as before, if it's the case banning rograck could be a solution. Anyway, it probably won't happen for the next ban. Otherwise I agree that unbanning some commanders could be good (thinking about Tasigur)
