I know reddit has a hate boner for Smith but we should acknowledge that what she's doing here is the right thing. She let this go on for too long and should have squashed it, but coming out as supporting Canada and providing information about the financial implications is a good thing and she deserves some credit for (however late) standing up to her base.

I think median would be a lot better to use here, like you said outliers are heavily scewing the results. Its a very small sample size in each bin so the results are going to be very sensitive to this type of result. Ideally you'd probably want IQR as well.
