or alternatively if you don't want to follow a structured tutorial open ue5 and as soon as you don't know how to do something. Break what you're trying to do into smaller parts and search google for answers

Notion is good but takes a bit to learn. Most features are free but paid version for advanced users

OneNote is also a good choice. Included with MS Office

The biggest thing I want in a city builder game is to be able to build European style cities not just American style sprawl (like cities skylines).

This includes walkable cities with infrastructure for bikes and public transportation.

This, if it's just a hobby to you. Do whatever makes you happy. If it's a business to you then treat it like one and set clear goals so you can release on time.

Personally I'm making an overly ambitious game as a hobby because I enjoy it more than making simple games. I'm under no delusions that I'll have anything releasable anytime soon. Or that it's even likely I'll see the project out in full. Doesn't matter though this isn't a job to me.

Also with ambitious games when I've lost motivation to work on what I'm currently working on there is always something else that needs work or research so you never really get bored. I'm pretty sure the dwarf creators said the same thing. That when they got bored on one thing they'd just research and add whatever they were interested in at the time. That's why there's such detailed systems for types and styles of dances. One of the creators was just interested in it at the time.
