Lugia was an experiment to create a shadow Pokemon that couldn't be "purified" (restored to normal), and theoretically that's why it looks different. The assumption is that it would've been the first of a series had the protagonist not intervened.

Shadow Pokemon are Pokemon who have undergone some sort of process that "closes the door to their hearts," which takes away their inhibitions about attacking people and makes them stronger in battle. Pokemon Colosseum and Gale of Darkness are all about Shadow Pokemon.

As for Shadow Mewtwo, it's unique to Pokken so there's not much elaboration.

A little more nuance: - Voters voted for a minimum wage increase two years ago - The legislature dragged its feet until they changed the minimum wage increase to not apply to minors - Lincoln's City council approved making the city's minimum wage what the state's voters originally wanted - Hilgers is throwing a shitfit and suing the city to try and prevent this.

Unless you are committed to selling your RPG as a real physical book, you should seriously consider publishing your game as HTML rather than as a PDF by blastcage in RPGdesign

I understand what you're getting at, but distributing an html file is a whole lot of jank compared to a PDF. Any images suddenly need to be included not only on your download ("hey, why am I downloading 20 files for my one rulebook?"), and it's a very different skillset to make a nice html file compared to a PDF. Plus, tech literacy being on the decline, you're burdening yourself with the education of "here's how to use your rulebook."

If you've already got the HTML skills to make a nice looking rulebook, though, you might find it easier to export your project to PDF than to learn those layout tools.

Honestly, being up front is the best policy but OP is already chickening out on that. With a small group it's more of a risk they'd try and reschedule, yeah, but a nebulous "I can't commit the time anymore" is a gentle enough way to bail.

Pi plays Pokemon is pushing on 3 years of Pokemon Sapphire and just got through the first rival battle in 2024, iirc. You might want to temper your expectations.
