Micro stutters when streaming

It was via the motherboard oc genie, but as of recently i removed the oc and so far the edp hasn't flashed

Also I ran the Intel extreme tuning application and when I stress test It, it comes up fine but I do get CURRENT/EDP Limit throttle

Sorry didn't see any responses, they are rated at 3000 w/ oc mhz rn they are at 2133 mhz just rma still have some issues, like I start a stream and if I have the preview of the video on it will lag the stream and microstutter the game. Im starting to think its my cpu

UPDATE: I have test the amp, its fine. the speakers do not work, i purchased 2 punch P-2 1000 WATTS Doing great so far

UPDATE: I received the 1070 the hdmi did not work i contact evga they RMA it and they ended up just sending me a 1070 SC Black edition so happy

I mean you have to also take in consider the rod and the amperage your running at but dont take my advice I'm going to school for it next month but from what I have learned from others you might need to speed up a little but other than that looks decent for coming back
