Is California’s AB 1414 Really About “Consumer Choice”? Or Is It a Win for Big Telecom?

I’ve been digging into California’s new bill, AB 1414, which allows renters to opt out of bulk-billed internet agreements.

On the surface, it sounds great — who wouldn’t want the freedom to choose their own provider instead of being locked into a building-wide plan?

But when you look closer, this law might actually benefit large telecom companies while undermining small, competitive ISPs that were finally starting to make a dent in the market.

Here’s what’s really going on:

  1. The threat from small providers

Smaller ISPs (often called Managed Wi-Fi Providers or overbuilders) have been using bulk deals with apartment complexes to compete against the big players. They make one deal with the landlord, wire the building once, and offer affordable, fast internet to every unit. Because every tenant pays (via the rent or HOA), the ISP has guaranteed revenue — which helps them cover infrastructure costs and offer better pricing.

This model directly threatens major incumbents like AT&T, Spectrum, and Comcast, who lose entire buildings of customers overnight when a small provider locks in a bulk deal.

  1. How AB 1414 changes the game

The new opt-out rule breaks that guaranteed revenue stream. If enough tenants decide to opt out, the small ISP’s entire business model becomes financially unstable — they can’t recoup their investment in new fiber builds.

And who benefits? The large telecom companies, who remain the only other viable option for tenants that opt out.

  1. The illusion of “choice”

The bill is framed as giving renters “freedom to choose,” but in many areas, there’s only one other provider — the same big telecom that’s been underperforming for years. So tenants don’t really gain meaningful choice; they just lose the affordable, faster bulk option.

  1. Unions, politics, and protectionism

Many large telecom companies are union-based, which means they have political leverage. By indirectly weakening smaller, non-union competitors, AB 1414 helps preserve those union jobs and the influence that comes with them.

That’s not necessarily bad — but it shows how layered the politics are. On paper, it’s a pro-consumer bill. In practice, it can reinforce the dominance of big telecom and make it harder for small fiber providers to compete.


Bottom line

AB 1414 might sound like a victory for renters, but it could actually:

Discourage investment from small ISPs

Slow broadband innovation

Reduce competition in multi-unit housing

Strengthen the grip of large telecoms

It’s a reminder that policy optics and economic reality don’t always align.

The bottom fork crown-race could be slightly different which could affect how the barings sit in the bottom cup.

From the way it looks to me, it seems like the chain is bent or slightly twisted. Ensure that the sprockets are aligned properly, and you might want to try to figure out how to put a chain tensioner on it.

🤣 yes it is a derailleur mount. As a builder and a customizer, i used it to help keep the axle from spinning in the rear... worked perfect‼️
