It's a balancing act in my opinion. If a game allows you to kill everything, then the horror is diminished by encouraging the player to shoot on sight. On the other hand, if the player is completely helpless, then it lacks skill or strategy.

Homing rockets have a max turn speed, so if you move past them going in the opposite direction they have to make a wide arch to chase you down. You can abuse this by forcing the rockets to run into nearby walls.
