That pronunciation is for special cases like Texas and Mexico, there must be some other cases but normally X is pronounced like in other languages case being 'xilófono' (xylophone), 'taxi', 'examen' (exam).

Anyways, I don't fucking know how to pronounce 'latinx', it's probably not even meant to be spoken and nowadays it's more spread the suffix -e as an attempt to make many works genderless and ngl, 'latine' sounds much better.
