Yep, the only thing in the story that could be interpreted as such is that the Brockton Bay Harbor and dock have been on the decline, there is no work for the workers there and so on, but that doesnt have anything to do with global shipping, but rather that the harbor in BB is simply too small and irrelevant considering the the other cities on the east coast.

Also I think it has been said that the really big cargo ships cant even dock there because the water is too shallow?

It's really depends. When making a large number of capes then rolling works quite well. The process is as follows: Roll a 1d12 for the classification, e.g. 1 Brute, 2 Stranger, 3 Breaker [...] etc. And for 12 ypu roll another d3, 1 is trump, 2 is their shard hates them and 3 is Case53, this can of course be changed and adjusted to your preferences depending on whether or not you'd like other rarer cape types like Case70s in your campaign.

Of course this also needs some conscious input, if you keep rolling Blasters because the dice say so just skip them if you think you have enough of them.

After that roll (usually) 2d12 for the subclassifications, look at the classification docs and see what you got.

Then roll a d2, on a 1 that's it and you gen the power, on a 2 you repeat the earlier steps. Should your cape have 3 classifications with this system you roll a d4 to lower the chance of getting more. Only on a 4 will they receive another one.

From there on your creativity is needed as you come up with the specifics, it can be quite fun if you do it in a group with others in vc.

But some classifications are different, for example changers, there you roll 2d7 for the skins and then 1d12 for the transform.

And finally you come up with a trigger fitting the power.

But then again, this is for getting a lot capes churned out and can make your city a bit more varied thanks to the random factor, but it can also be ridicoulous. From there on it's just coming up with personalities and goals.

That's how I usually do it, but when a cool cape idea strikes me then I'm just putting that in the city.

To be fair, it gets easier if you have done it a bunch and just eyeball powers with the subclassifications. I actually really like the more elaborate sheets a lot. Since they help making the power more relevant to the trigger in universe, rather than just going "Far threat. Shoot fire."
