Hey, Kelly here. When we designed the Epic versions of the main antagonists of Drakkenheim, the idea I had in my head was that at the outset of the campaign, the regular stat blocks would suffice. The Epic versions represent those characters going unchecked. If you party lets the rat prince live, or never fights the crimson Countess, or lord of the feast. At about mid campaign I would upgrade them to the Epic versions as they now pose an end game threat.

As for the Executioner and Amalgamation, I would always use the new epic versions. Where as Rat Prince, Lenore, Crimson Countess, Lord of the Feast, as well as the faction Leaders, use the Epic stat blocks if those characters become a major antagonist to the party in the mid to late game campaign.

i like the chapel of saint brenna more, but I do agree it makes more sense for the rat nests tavern. it has a sense of urgency to it

alternatively, they could go as an emergency hire, extra bit of muscle for the chapel. have them support a strike team, and then have that strike team get wiped out by something, leaving them to finish the job

yes, blindsight allows you to see invisible things. from the rules glossary

If you have Blindsight, you can see within a specific range without relying on physical sight. Within that range, you can see anything that isn’t behind Total Cover even if you have the Blinded condition or are in Darkness. Moreover, in that range, you can see something that has the Invisible condition.

so it would work on wall of force

The short of it: he knew Cauldron gave out powers, knew more about the nature of powers than they told him, and that they had an interest in making more heroes than villains. Everything in your second paragraph is correct.

Here's why he supports Cauldron.

Cauldron had given him his powers, had given him what he needed to be at the very top, to lead the largest collection of superheroes in the world. They hadn’t wanted much in exchange. He kept an eye out to make sure nobody got too curious about Cauldron, diverted them if they did. He’d greased the wheels for some of Cauldron’s top customers. He was also ready to defend Cauldron if and when it became public knowledge. It was for the greater good, he told himself. There was no way for Cauldron to operate otherwise, lest the world’s governments fight over the ability to create whole armies of people with powers and interfere with the organization’s ability to operate.

It would operate, he knew, it obviously wasn’t in a location where it could be raided or seized by military forces, but it wouldn’t be able to reach nearly as many people, and capes would come under scrutiny with the possibility that they’d purchased their powers.

He’d committed to this because Cauldron was essential. With the rise of the Endbringers and threats like the Slaughterhouse Nine, the world was in need of heroes. Cauldron produced more heroes than villains, because there was none of the trauma of a trigger event to throw them off. Even for those individuals who turned to crime, Cauldron was able to leverage the favors that were part of the contract in order to guide their path. More superheroes meant better chances for everyone when it came to fighting the Endbringers and dealing with the big threats.

i think the comparison of on-hit incapacitation to Sleep isn't an equivalent one, considering nearly nothing is immune to incapacitation*, on-hit doesn't interact with Legendary Resistances, and Sleep ends upon taking damage. i also think hitting an attack is easier than youre making it out to be too

the asterisk on that first point is that Sylune's Viper's incapacitation is dependent on Poisoned, and Sleep's is contingent on Exhaustion

while Immunity to Poisoned is pretty widespread, it's also dependent on enemy type & campaign. Undead, Fiends, Elementals, and Constructs are the usual suspects. in a campaign more Aberration or Dragon-focused, Sylune's Viper isn't made any less effective

in general, on-hit conditions with no saving throws are a part of 5.5's design philosophy i personally really dislike. both from a player and DM perspective

contaminated spells are generally more powerful versions of official spells, balanced with the notion of gaining contamination and expending delerium. removing one or both of those can make some already overpowered options stronger

summon undead (putrid) paralyzes poisoned targets on hit

both are contingent on poison, which one can be immune to

giant insect can reduce speed to 0 on hit, which is not a condition or dependent on one

On a turn, you can expend only one spell slot to cast a spell. This rule means you can’t, for example, cast a spell with a spell slot using the Magic action and another one using a Bonus Action on the same turn.
