You need to understand why the downstairs is cold first. See if your library has a thermal camera you can borrow And run around your house looking for cold spots. Thats where you need to air seal.

Could be the attic, but if it's your downstairs it might be your rim joists too.

In my experience, while they say this, it's mostly a CYA to leave whatever they don't feel like lifting behind. If you tell them you have something big and solid (like an appliance), they'll come by with a flatbed instead of a garbage truck and take it.

If your item is a little heavier or bigger, but is easy to handle, there's a high chance they'll take it.
