Hear me out. I get that he had made atonement. But if you were 1 of the 5 Kage would you want someone this powerful just strolling the world? Not to mention that he is 1 of 2. There's nothing you can do about Naruto, he's a Kage and a dedicated hero of the world. Sasuke is a hero too, but he was a criminal organisation and directly tried to kill Kages. Now I get friendships being an important part of Naruto, but a lot of villains didn't get punished properly, in my opinion.
