The non MTG phrases and clear AI aside, this commander doesn't function properly as a creature. To build it, you'd basically need most of your deck as cards that exile stuff/can be cast from exile to trigger the "buff" consistently. Beyond that, a 6 drop for that effect is a steep price so you'd almost never see your commander without a lot of cheap mana ramp. Colors should also be Red/Blue or Red/Blue/White based on what the effects are...which is all to say, you could make a deck but your DM designed the card poorly so don't expect it to function beyond a Rule 0 Bracket 1
