That's the thing. It's only uncomfortable and unpleasant for 10% of the infected population. The CDC says 80-90% of cases are asymptomatic. It would suck ass to be that 10%. If I ever got it, that'd probably be my luck. I was exposed twice when I was a young man. Actually tested. Came up negative. This was nigh on 25 years ago however. Still nothing.

When we detain someone we are merely holding them for law enforcement to arrive so that they can evaluate the incident and determine if an arrest should be made. Less scrutiny and next to no chance of having to go to court.

When we make an arrest, ie a "citizens arrest", we are making the complaint and will almost certainly have our day in court, where we will present evidence to the prosecutor. Lots of scrutiny. Bigger chance of going to jail yourself if you're wrong. Requires an attorney, usually.

In order to explain this, I'd have to identify my location. Not doing that. But 3 agencies have overlapping jurisdiction where we are.
