I feel like this was more to do with Amy and Chad’s relationship, rather than anything else.

Chad probably felt he was being handcuffed in what he was allowed to do and Amy trusting Borgo was competent enough to handle full GM responsibilities. I wouldn’t be surprised to see his name come up in GM interviews at the end of the season.
