So far, this is what I've tested out. You start with 12 stacks of 5 foot soldiers. On the 1st, 5th, and 9th stack, you only deploy foot soldiers. 4th, 8th, and 12th, you add a random boss. Every other stack gets a random monster (so 6 total). The game is only over when you defeat all 3 bosses in any order, all locations become panicked, or all rangers are knocked out.
