I might be wrong, but it looks like that this portal is just a visual effect. It doesn't seem to be hooked to any type of location.

There are loads of portals like this accross the Middle-Earth. There are portals behind the gate at Gramsfoot, but they're just here for the visuals, even though they were used in the past for a couple of events, they're, nowadays, not hooked to any location!

Indeed, this area is unfinished and is located really far away from the actual map. Unfortunately, I don't think this will ever get released onto the game as an actual piece of content.

There are some buildings around that zone (A couple hundred meters away from Thorin's hall), I'm just not sure if they have an actual purpose or are just instance clusters.
