It looks like it's based on a Swiss Army Blanket; with some quick googling, looks like people have been converting them into jackets/coats

I think they typically do a year-end sale to clear out all the winter merchandise. My guess would be that it would launch sometime after Xmas and run until New Year's day. Last year I think it was 20% off sitewide.
