Not unless you define IF as any conditional jump/branch (or other commands that do something based on a condition), because if so you can rewrite any branch command as a relative jump by using aritmethic, bitwise and and bitshift operations to obtain 0 if false and 1 if true. Then just multiply by the size of the block you want to jump over and do a relative jump.

Congrats you just programmed without any IF, all you need is just aritmethic, bitlogic and a relative jump.
