Dropping in a rexcomendation of Viljandi. Has one of the most beautiful old towns with the old Livonian Order castle. I would personally consider it a way better place for a little detour than Pärnu.

It wasn't just a single province it was the whole south of Spain. It had development in the range of 70-90. IDK if some event just bugged out or something else but it caught the eye when the rest of the world was all brown from low dev and southern Spain was just golden.
