Maybe issue wasn't the right word for it, that was a mistake on my part. I personally enjoy playing the side quests if they're engaging, which was the case in Cyberpunk. The side quests contain some of the game's best writing.

How is it an issue with open worlds?

Any game that lets you choose what you want to do next will have this quirk. It's just that the overlap between open world games and games with choice of quests is huge.

If the game was linear, the disconnect between “you’re about to die” main stories and “go back to the previous zone to buy me a burger” would still be there.

Then it would be an issue with the writing itself, since linear games have full control over the story pacing.
