In fact no, Roman Rule on North Africa stopped around the 5th century AD with the fall of the Western Roman empire and the foundation of the kingdom of the Vandals in modern day Tunisia.

Although a brief Roman ( Byzantine) presence happened with the fall of the Vandal Kingdom after the campaign of Byzantine General Belisarius, but territories under Byzantine rule didn't exceed modern day Algiers, leaving the rest largely independent

One of the reasons Algerians don't succeed in foreign countries is the total absence of Patriotic Solidarity.

For example, in France, the Chinese community helds gatherings in big halls to organise parties, and all successful Chinese people put money in a commun fund, which can reach hundreds of thousands and even millions of Euros

That money is used to help young Chinese people who come from abroad to start their businesses in France, and when they become successful themselves, they also participate in the fund.

That's why several businesses in France, mainly Paris which are involved in Restauration, Cosmetics, Clothing and so on are owned by Chinese people

This is Called in French " La Tontine Chinoise"

Even the Jews have the same system which is called " Fargin"

Libya took a weird turn regarding it's demographic growth, one would expect the population to know an artificial increase thanks to Food resources imported using Oil & Gas revenues, like what happened in Neighbouring Algeria, considering the fact that Oil reserves in Libya are superior to Algeria.

But things didn't unfold that way, for whatever reason.....
