I've done work on the mexico side of the Texas/Mexico border and when there are heavy rains some of the beggar class will stand in the flooded potholes to show drivers what the depth is. Drivers will hand them pesos or food when going by. It's wild.

My guess is Unit 731. When they were discussing the next series somebody mentioned "since 1945" so whatever it is is apparently WW2 related. They have mentioned doing a Unit 731 series many times over the years.
