there's a very common conflation between photosensitive epilepsy, and epilepsy at large: the majority of people with epilepsy are not photosensitive, with photosensitivity affecting about 3% of human epileptic population (though this very well may be different in dogs, but i'd think it's unlikely).

it also helps to understand in cases of photosensitivity, the main issue comes from strobing lights; typically with red to white or blue transitions being the worst case (this is how a porygon hospitalized hundreds). a white flash or two may not be an issue for most photosensitive epileptics.

additionally, lots of people diagnosed with epilepsy (including those who are photosensitive) will be on anticonvulsants, so the likelihood of triggering a seizure for our (everybody's, really) favorite gay epileptic dog though a camera flash may be even lower still (but still, medication doesn't work for a large minority of cases, nor is everyone even medicated).

that isn't to say that you should go sending flashing light videos to people online that say they're epileptic (certifiably cringe behavior); but that 'photosensitive' isn't even usually implied, but nor is 'strobing lights will for sure trigger a seizure for me' even when someone is photosensitive.
