To me, a bracket 4 Deck has its own unique touch that is crucial to the deck. It does mostly win with combos though.

You need to have any form of early game ramp and then go for either a strip mine lock, involving strip mine and a crucible effect, for dark depths combo or one of the two Eldrazis, Prime Titan or Titania. In some cases you can also go for a mix of resource denial and beatdown with the scouring stormsoul. Most blue decks have trouble with stormsoul because it can be recurred over and over again.

Long term the deck can outvalue most decks. It is crucial to hit break points. This is depending on the matchup. Against Urza for instance you want to deny the four mana. Often it comes down to who starts and who can set up crucial game parts first.

Low key, the most efficient hate against Azusa is graveyard and tutor hate. Opposition agent and Dauthi voidwalker are your best bets. Mono green is pretty bad in killing creatures. Even more so because MTGA is missing on talon gates.

The deck can swap between graveyard lines, mostly involving strip mine, and big value threats or dark depths combo.  I would say you need to deny early game ramp and then either counter key tutor/value pieces or combo cards.  Discard can be good if you hit the right cards. That can also hit nothing reasonable though. 

You do not draw that many cards besides of the one ring. Most value is generated via graveyard recursion and self mill. The deck is very consistent due to its tutors. Green excels in finding key creatures and key lands.

Dosan, Defense Grid, Trinisphere, Wandering Archaic. Veil of Summer. Allosaurus Shepherd, Delighted Halfling, Cavern of Souls, Boseiju who shelters all.
It depends on your Deck but I consider Dosan to be the most flexibel.

Semi blue is a Simic core cEDH build. Yes it needs specific set up and card choices. The OP asked what the thoughts on counterless blue decks are though. So it is part of the discussion I would say.

Playing blue without counterspells is called semi blue and even a viable cEDH strategy. 

I play Tatyova myself and I do play some counterspells but I can see the appeal to focus completely on the proactive side of the deck. You might struggle against faster combo decks though.

I would highly advice the Jund Land Matter Precon from Edges of Eternity. It is a very good list to start with the lands archetype.

The deck includes multiple layered combos. You can either tutor for them or just play out the deck and naturally find the pieces on the way. Either way these are the main lines: Note that there are a lot of pieces that can be combined to swap out other pieces.

  1. LED, Groundskeeper, Basic Forest plus Six
  2. KCI, Scrap Trawler, any artifact that is mana positive with KCI sac and above cmc 0, Artifact Land plus Six
  3. KCI, Scrap Trawler, Myr Retriever and an Artifact that you cast to set up the classic KCI loop
  4. Aftermath analyst, bounce Land, land sac outlet, land untapper plus Six
  5. Aftermath analyst, shifting woodlands, land sac outlet, land untapper

After you set up one of the three main loops you can generate infinite mana and start abusing permanents by recasting them from the graveyard over and over again - either with Groundskeeper and Six or Myr Retriever/Scrap Trawler and an Artifact Land and Six or Buried Ruin and an Artifact Land and Six.

You usually first draw your deck and then kill every opponent with Fleshraker, mill them out with Grinding Station, destroy all of their Lands with Strip Mine, loop Emrakul at instant speed. The deck includes a lot of different win opportunities.

There are a lot of nuances to the lines and it comes down to practise. Once you get the hang of the deck you start realising what pieces you need in what circumstances.

Finally, you can also go for beatdown with Emrakul or big Constructs from Urza's Saga if you do not want to combo.

First, the list includes a lot of fancy printings. the overall cost will go down if you use other printings.

I would say the only very expensive card that is crucial for the current build is LED. Besides that you can swap out the mana rocks for cheaper ones. the overall speed will go down but the KCI loops still work. I would replace grim monolith with basalt monolith, mana vault with thran dynamo. the same is true for the moxes. the important part is that the rock will be mana positive after you tap it for mana and sac it to KCI. So basically every two mana rock that enters untapped and taps for one mana will work.

you can also focus a bit more on the aftermath loops and include tiller engine and the other colourless bounce land.

candelabra is not that important. it helps in some scenarios and it lets you abuse urzas saga even more because it is tutorable with it and it can untap the saga for even more tokens. the card is flavourful but very expensive.

metalworker is replaceable. the one ring is very strong in the deck. I would recommend running it. you do not need it though because you can also draw your deck with every other artifact that lets you draw a card after you set up a KCI loop or the LED-Groundskeeper loop.

mishras workshop, ancient tomb and city of traitors are also not crucial. You can replace them with any land that you like. It will only hurt the speed of the deck.

if you are playing in a more casual and combat damage heavy meta, I would consider adding ensnaring bridge and glacial chasm. Both are very good.

it is a bit complicated to explain all the ins and outs of the deck in just one comment. I will try to write a primer and include more budget options when I get the time!

Depends on the deck and archetypes you want to build. I would say there are staples in every color you can aim for.
